The McKinney-Vento Homeless Assistance Act ensures that children and youth experiencing homelessness have equal access to the same free, appropriate public education as other children. For parents in the Jacksonville North Pulaski School District, here's a basic overview of what McKinney-Vento means and how it can help:
What is the McKinney-Vento Act?
The McKinney-Vento Act is a federal law designed to protect the educational rights of children and youth who are experiencing homelessness. It ensures that students facing homelessness have access to education and services to support their success in school.
Who is Considered Homeless?
Under the McKinney-Vento Act, a child or youth is considered homeless if they:
Live in a shelter (emergency, transitional, etc.)
Live in a motel, hotel, or campground due to lack of alternative accommodations
Share housing with others due to loss of housing, economic hardship, or similar reasons (sometimes called "doubled up")
Live in cars, parks, public spaces, abandoned buildings, or other places not designed for people to sleep
Are an unaccompanied youth, meaning they are not in the physical custody of a parent or guardian
Rights Under the McKinney-Vento Act
Immediate Enrollment: Children and youth experiencing homelessness can enroll in school without proof of residency, immunization records, or other documents.
School Stability: Students have the right to remain in their school of origin (the school they attended when permanently housed or the school in which they were last enrolled) if it is in their best interest.
Transportation: Schools must provide transportation to and from the school of origin if requested by the parent or guardian.
Free Meals: Students eligible under McKinney-Vento can receive free school meals.
Support Services: The district will provide additional academic support, counseling, and other services as needed.
How to Get Help?
District Homeless Liaison: Each school district, including Jacksonville North Pulaski, has a designated Homeless Liaison. This person helps families and students access the services and support they need. The Homeless Liaison can assist with enrollment, transportation, and connecting families with community resources.
Contact Your School: Reach out to the school counselor, principal, or the district Homeless Liaison if you believe your child may be eligible for support under McKinney-Vento.
